Our MISSION is to protect the public from hazardous conditions related to construction and to increase energy efficiency through education and enforcement of adopted building, energy, mechanical, plumbing, and electrical codes. The Nampa Building Department strives to provide effective and responsive plan review and inspection services within the Nampa city limits through the enforcement of State adopted building codes for the health, safety, and welfare of citizens of the community. Enforcement is achieved through plan review prior to the issuance of permits and on-site inspection. After permit issuance, Building Inspectors verify compliance throughout the construction process. Permits are required before performing any new construction, building addition, alteration or repair of existing buildings and structures; including all plumbing, electrical, or mechanical work.
Summary of 2018/2019 Proposed Capital Improvement Plan and Impact Fees Process:
Between July 25, 2018 and October 22, 2018, the City of Nampa Impact Fee Advisory Committee and City staff held four meetings to provide input and capture feedback on data points critical to the impact fee calculation and update process. The analysis included: land use/growth projections, existing capital assets, existing service levels, existing capacity and/or deficiencies, capital infrastructure needed to support projected growth, proportional share of each growth-related capital item and trip generation values. Recommendations made by the Committee were included in the development of the Capital Improvement Plan (CIP) for each department, as well as the calculation of impact fees in each category.
The draft update to the Capital Improvement Plan is contained in a report entitled City of Nampa, Idaho Impact Fee Study and Capital Improvement Plans dated October 8, 2018. The report includes the following: an overview of the report's background and objectives, a definition of impact fees and a discussion of their appropriate use, an overview of land use and demographics, a step-by-step calculation of impact fees under the Capital Improvement Plan approach, a list of implementation recommendations and a summary of conclusions. The Plan (which Plan? CIP or Impact Fee?) also contains a list of projected capital improvements for each of the following: police, fire, parks and streets. For each category the Plan describes the capital improvement, projected costs, the proportionate share attributable to new growth and related information.
Estimated schedule for hearings and adoption of the proposed Capital Improvement Plan and Impact Fees:
November 15, 2018: Comp Plan Advisory Meeting #2 focused on future land use map from 4-6pm at the Nampa Civic Center.
November 19, 2018: Nampa City Council Meeting – Engineering (Transportation?) Staff Report regarding the proposed Capital Improvement Plan and Impact Fees for Streets.
December 11, 2018: Planning and Zoning Public Hearing with action item to adopt the revised Capital Improvement Plan into the Comprehensive Plan including a Recommendation to City Council.
January 21, 2019: City of Nampa City Council Meeting: Public Hearing for Proposed Capital Improvement Plan and Impact Fees. No Action.
February 4, 2019: City of Nampa City Council Meeting: Action Item for adoption of Proposed Capital Improvement Plan and Impact Fees.
June 4, 2019: Estimated effective date of updated impact fees (120 days after February 4 City Council approval).

CONCEPTUAL PLAN REVIEW (CPR)The City of Nampa offers a unique opportunity for commercial developers, builders, and property owners to meet with our staff from various approval departments to discuss local codes and requirements for their projects at no charge. Meetings are typically scheduled for Thursday mornings but special times and arrangements can be made upon request.
CPR meetings provide answers to a wide range of development questions including but not limited to: Planning, Fire, Building and Public Works Department requirements, sewer and water availability and capacities, traffic concerns, Southwest District Health requirements for restaurants, and permitting requirements.
